Prospective Research Social Welfare and Sheltered Housing
Since 2015, all Dutch municipalities are responsible for the ambulantization of social welfare and sheltered housing. They must ensure that more people from institutions start living independently, with floating support (WMO, 2015).
At the start of 2018, a long-term study was started to find out to what extent municipalities, in collaboration with the various stakeholders, are achieving this task. Given the housing demand of clients and demand for more intensive cooperation between municipalities and housing associations (Commission for the Future), a qualitative, multiple-case study among three regional networks investigated to what extent administrative agreements between municipalities and housing associations contribute to the transition of clients from the social relief and protected living towards independent living with outpatient counseling. We specifically looked at agreements on the availability of homes, supporting independent living and preventing evictions.
