Profile

My research focuses on regional water and climate governance. I aim to contribute to the study of modes of environmental governance and their relationship with sustainable development. I have carried out projects on water governance, flood risk governance, knowledge co-creation in regional climate adaptation projects, relationships between water companies and consumers and on innovation in wastewater management systems in a Western context.

As of 1 September 2017 I am coordinator of the ‘Governance and Societal Transformations’ Track of the BSc programme Global Sustainability Science and programme leader of the BSc Environmental Studies. As coordinator and contributor, I am involved in BSc and MSc level courses, including: Policy Evaluation and Design (2nd year bachelor); Sustainable Land Use (3rd year bachelor), Bachelor thesis Environmental Studies (supervisor and coordinator); Master thesis Sustainable Development (supervisor); Research Design (Masters).

General project description

STAR-FLOOD stands for: “STrengthening And Redesigning European FLOOD risk practices: Towards appropriate and resilient flood risk governance arrangements”. This programme was recently awarded a grant of 5.4 Million Euros by the European Union (FP7).


The project is focused on analysing, explaining, evaluating and designing policies to better deal with flood risks from rivers in urban agglomerations across Europe. The results of this ambitious programme are expected to be highly relevant for policies and law at the European, national and regional level and for the development of public-private partnerships.

Master thesis topics that I would like to explore with students

The topics that I would like to explore with students fall within two particular focus areas of our Environmental Governance section: climate governance and water goverance. For the coming academic year (2017-2018), a collaboration with the municipality of Dordrecht has been established. As part of this collaboration, students can do their Master's thesis on one of the following topics:

1) Resident-oriented flood emergency governance, ¬ the case of Dordrecht, the Netherlands (Dr Dries Hegger)

Flood risks are increasing worldwide due to urbanisation and the effects of climate change. That is why several areas in the Netherlands are attempting to strengthen flood emergency management next to measures that reduce the probability of flooding (such as dikes, dams, smart urban planning). Dordrecht is among these areas. The municipality of Dordrecht has the ambition to become a so-called ‘self-reliant island’ that can manage floods when they occur. Strengthening flood emergency management poses several challenges, though. For instance, not all residents can be evacuated off the island in case of a flood event, so combinations of (horizontal, vertical) evacuation strategies are needed. Solutions should be found that enable citizens to survive on the island for a certain period. It is a challenge to determine what roles the citizens of Dordrecht should take vis-a-vis governmental actors and what this implies for the steering and communication strategies of these actors, including the municipality, the regional water authority, the province and the safety regions. Although the citizens of Dordrecht are comparatively well-aware of the possibility that a flood might occur, it can still be expected that many citizens, as elsewhere in the Netherlands, are suffering from an awareness gap regarding water related risks. Your Master thesis will lead to insights and recommendations regarding the steering and communication strategies of various authorities in and around Dordrecht and therewith contribute to scientific insights on flood risk governance more generally. Your thesis will be supervised at the University. However, during your research you will stay (part-time) at a so-called ´living lab´ that the municipality is establishing in Dordrecht. In this living lab you will meet students of various education programmes and employees of the municipality. All of them are working on flood risk management issues, but from different disciplinary perspectives (including civil engineering, legal studies, urban planning). This will lead to enriching and rewarding interdisciplinary exchanges. The thesis can both be done as 30 and 45 ECTS thesis.

2) Futuring for floods ¬ the case of Dordrecht, the Netherlands (Dr. Dries Hegger)

Flood risks are increasing worldwide due to urbanisation and the effects of climate change. In response to these increasing flood risks, the municipality Dordrecht has laid down the ambition to become a so-called ‘self-reliant island’. In case of high water levels of rivers and/or the sea, not all residents can timely leave the island, so solutions should be sought on the island itself. Issues to be dealt with include realising shelters and keeping critical infrastructures intact as much as possible. Very concrete plans have been made to make the new to be build city hall a flood-proof shelter. But to fully realise the ambition of a self-reliant island, many additional steps are needed and a much longer timeframe should be taken into account. In your master thesis, you will explore what potential long-term governance strategies could be employed to help realising the municipality´s ambition. To do so, you will combine ´futuring´ methods (visioning, back-casting) with other Earth System Governance research methods. With your thesis, you will contribute to insights into long-term approaches for flood risk governance. Your thesis will be supervised at the University. However, during your research you will stay (part-time) at a so-called ´living lab´ that the municipality is establishing in Dordrecht. In this living lab you will meet students of various education programmes and employees of the municipality. All of them are working on flood risk management issues, but from different disciplinary perspectives (including civil engineering, legal studies, urban planning). This will lead to enriching and rewarding interdisciplinary exchanges. The thesis can both be done as 30 and 45 ECTS thesis.

3) Planning for floods, out of the comfort zone. The case of Dordrecht, the Netherlands (Dr. Dries Hegger)
Flood risks are increasing worldwide due to urbanisation and the effects of climate change. In response to these increasing flood risks, the municipality of Dordrecht has laid down the ambition to become a so-called ‘self-reliant island’. In case of high water levels of rivers and/or the sea, not all residents can timely leave the island, so solutions should be sought on the island itself. Issues to be dealt with include realising shelters and evacuation routes. Very concrete plans have been made to make the new to be build city hall a flood-proof shelter. Shelters should be absolutely flood-proof and ensure that citizens can survive for a considerable period of time, without losing access to facilities basic for human survival, such as clean water, adequate sanitation and sufficient good quality food. Amongst other challenges, realising evacuation routes and shelters is a governance challenge that requires i.a. connectivity between several different types of actors, policy levels and sectors. The question comes to the fore how these governance challenges can be characterised exactly and what could be potential strategies for dealing with them. With your thesis you will contribute to insights about these issues. Your thesis will be supervised at the University. However, during your research you will stay (part-time) at a so-called ´living lab´ that the municipality is establishing in Dordrecht. In this living lab you will meet students of various education programmes and employees of the municipality. All of them are working on flood risk management issues, but from different disciplinary perspectives (including civil engineering, legal studies, urban planning).
