Article Catherine Blanchard on Fragmentation of High Seas Policy

Catherine Blanchard has published a paper in the October 2017 issue of the journal Marine Policy. In the paper entitled “Fragmentation in high seas fisheries: Preliminary reflections on a global oceans governance approach”, Catherine explores how a global governance approach could impact the fragmented regime of fisheries, by suggesting that governance-based perspectives underline concepts rooted in adaptability and interactions, concepts that suggest to approach international fisheries law not as a static set of rules but as an evolutive process.

Her paper is part of the special section “Innovating for Change in Global Fisheries Governance”, which follows a workshop that took place in September 2016 at the K. G. Jebsen Centre for the Law of the Sea (JCLOS) in Tromsø, Norway. The aim of the workshop was to address the question: How can international law be used as an innovative mechanism for change in global fisheries governance?
