Paulien Willemsen (1969) is an Associate Professor in Constitutional and Administrative Law at Utrecht University. She studied Dutch law at the Utrecht University both in constitutional & administrative law as in civil law (1993). In 2005 she obtained her doctorate. Here PhD thesis (Utrecht 2005) deals with the limits of the administrative law dispute in appeal to a court of first instance and to a higher court from a comparative perspective (German and French and administrative law). She publishes on the subject of administrative (procedural) law. She teaches Administrative procedural Law, Comparative Administrative Law and  Dutch administrative law and the influence of European law on the administrative law systems of the Member States. 

Paulien is also a lawyer and mediator at LNW advoacten en mediators in Gorichem.

Paulien specialises in administrative and environmental law. In practise she is geared towards general administrative (procedural) law, public administration and private government action, environmental law/environmental liability, subsidy law and administrative compensation law.
