Sybe de Vries (1970) has been Full Professor of Public Economic Law since 1 April 2021 at the Europa Institute of Utrecht University. He is visiting professor at the University of Trento (Italy) and holds the Marcel Storme Chair at Ghent University (Belgium) during the academic year 2023-2024. Before that he had been Full Professor of EU Single Market Law & Fundamental Rights since 2013. Since September 2012 he has been the Jean Monnet Chair in this field. After his law studies in Nijmegen and Stockholm (Sweden), he was appointed as a researcher at the Law School of Utrecht University in 1995. In 1998 he was appointed at the Radboud University of Nijmegen to lecture in the field of European law at the Department of International and European Law. In 2001 Sybe returned to Utrecht as a university lecturer, which gave him the opportunity to write his Ph.D. tesis on “Tensions within the Internal Market – The Functioning of the Internal Market and the Development of Horizontal and Flanking Policies”, which was published in 2006 (Europa Law Publishing).

His research and his education focuse on EU Single market law, the Digital Single Market, and the interconnection between EU free movement law, fundamental rights and public interests, including environmental, health, consumer and cultural interests.


From 2001 to 2004 he was a legal secretary with the Adisory Appeal Committe of the Netherlands Competition Authority in The Hague. 
Sybe is involved in various courses and training activities in the field of EU law for judges, lawyers and civil servants. He is asked for various guest lecturers in the Netherlands and abroad.

From 2013 to 2017 he was the coordinator of the large-scale research project bEUcitizen, which was financed by the European Commission within the framework of the FP7-programme and which involved 26 universities from the EU and outside. The project has now been successfully completed.

He was the Academic Director of the Utrecht Centre of Global Challenges until September 2019, which is an international, interdisciplinary platform for research and education, centered around the theme of a contested global order and focusing on conflict & security, human rights, sustainability and development & equity: https://www.uu.nl/en/organisation/uglobe-the-utrecht-centre-for-global-challenges.

Sybe is a honourary judge at the District Court of Rotterdam. He is also a board member of the Netherlands Association for European Law and of the editorial board of the Journal for European and Economic law (SEW) and, before that, of the editorial board of the Netherlands journal for Human Rights (NTM/NJCM-bulletin).
