Profile

Maarten Prak is Professor of Social and Economic History at the Department of History and Art History. His research concentrates on the lives of the inhabitants of European - and especially Dutch - towns during the Middle Ages and Early Modern period.
Major topics in his research are: citizenship, institutions, cultural industries, guilds and human capital

About bEUcitizen


The project set out to identify, investigate, discuss and ameliorate the barriers to the active use of EU citizenship rights (and knowledge of duties). The insights were developed by studying citizenship from different disciplines: law, political science, social sciences, history, philosophy, public administration and economics.


The research has been conducted by eminent researchers from 26 institutions situated in 19 countries in Europe and outside. It was coordinated by Utrecht University, with Frans van Waarden and Sybe de Vries as principal coordinators. See for more information the bEUcitizen website.

In Search of the Poldermodel. Participation and Representation in Dutch Water Boards in the Pre-Democratic Era 01.09.2011 to 01.09.2015
General project description

Is it true - as is often assumed -  that the Dutch 'poldermodel' of consensual politics had its origins in the medieval models of water management? Has the necessity of intensive collaboration to combat the dangers of sea and river flooding in these low-lying and wet parts created a political culture of participation, consensus and compromise? This project seeks to investigate the governance of water management institutions before the emergence of modern democracy. It is set within the wider debate about the contribution of pre-modern corporate institutions in the creation of prosperous societies. The project uses Dutch polders as laboratories to see if and how participation and representation improved the quality of water management. The Dutch epxerience is compared to those in adjacent regions, such as Flanders and Northern Germany.
The project is a collaboration between Utrecht University, the Huygens ING Institute and the Free University in Amsterdam.

Citizenship 3.0 – Towards a new understanding of the role of citizens in our 21st century society 01.01.2013 to 01.07.2015
General project description

The vitality and sustainability of institutions are under constant pressure in a globalizing world. This does not only call for changes within these institutions themselves, but also for new roles for citizens. In a series of seminars, Utrecht University’s interdisciplinary research group ‘Institutions: Understanding the Dynamics of Open Societies’ aims to critically address the new functions, roles and challenges for citizens in the 21st century in terms of responding to some of the many problems they are facing (e.g. poverty, unemployment, housing problems, welfare decline and socio-economic problems, financial crisis, global environmental crisis) and the development of political, social and economic democracy. The seminars are organized in cooperation with and under the aegis of the Royal Netherlands Academy of Arts and Sciences (KNAW) in Amsterdam.


Each seminar is designed as a multidisciplinary event and will focus on a different dimension of Citizenship 3.0, viz. Cooperation, Participation, and Governance. The focus of the first dimension, Cooperation, was on the growing prevalence of informal, horizontal forms of cooperation by active, self-organizing citizens who seek to promote the collective interests of the participants in the absence of any government intervention. The Participation dimension focused on the new and increasingly direct ways in which groups of citizens are participating in democratic processes with a view to influencing governmental policies so as to further their interests. In the Governance dimension, the focus will be on the growing role for citizens, whether individually or collectively, when it comes to protecting or promoting public interests in a more institutionalized manner.

Places and their Culture: The Evolution of Dutch Cultural Industries from an International Perspective, 1600-2000 01.04.2006 to 01.04.2010
General project description
Cultural industries are becoming ever more important as sources of employment and income in post-industrial cities. This research programme will focus on the evolution of three selected Dutch cultural industries—visual arts, architecture, and publishing—from 1600 to the present. The changes in the relationship between cities and these forms of cultural production will take the centre of the stage. We will
(1) trace and analyse from an evolutionary socio-economic perspective the continuities and critical junctures in the development of main cultural industries in Dutch cities from 1600 to the present;
(2) describe and examine from this perspective patterns of spatial clustering and the evolution of the spatial division of labour in main cultural industries between cities in the Netherlands; and
(3) assess the role and position of selected Dutch cultural industries from an international comparative perspective. This research programme will shed light on the question what can be created on a short-term and what is deeply rooted regarding competitive economic activities.
