I am Marly Tatiana Celis Gálvez, an economist specializing in public economics, market structure, and the effectiveness of government spending. I am currently a Ph.D. Candidate in Economics at the Utrecht University School of Economics, where my research examines competition, discretion, and organizational performance in public procurement markets. My job market paper studies how market entry and firm dynamics shape competition and procurement outcomes.
I hold an M.Res in Multidisciplinary Economics from Utrecht University and an M.Sc. and B.Sc. in Economics from the Universidad de Manizales in Colombia. My academic work includes a peer-reviewed publication in the Southern Economic Journal and several policy-oriented studies on education quality, poverty, and social programs in Colombia.
Before starting my PhD, I spent over a decade working in applied economic research and impact evaluation. As an Impact Evaluation Analyst at the National Planning Department of Colombia, I coordinated the development of Evidence Gap Maps, contributed to evaluations of major national programs such as Familias en Acción, and supported the integration of behavioral and experimental methods in public policy evaluation. I also held research roles in institutions focused on regional development, sustainability assessment, and value-chain analysis in Colombia.
I have presented my work at international conferences, including the Royal Economic Society Annual Meeting and IPSERA, and I have taught courses in econometrics, economic regulation, industrial organization, and microeconomics at Utrecht University. I have received several academic grants, including funding for research visits (UPF Barcelona; Northeastern University Boston) and the highly selective Colfuturo scholarship.
My technical skills include Stata, R, Matlab, Python Copilot, LaTeX, and Git. I work in Spanish (native), English (fluent), and Dutch (A2—in progress).
My professional trajectory combines rigorous academic research with extensive experience in applied policy evaluation, and I am committed to advancing evidence-based approaches to program design, policy evaluation, resource allocation, and future research on market regulation and competition.
