Prof. Oerlemans is an endowed professor in Intelligence and Law at Utrecht University, since February 2020. He studied Criminal Law (LL.M) and Information Law (LL.M) at the University of Amsterdam. Oerlemans was a senior researcher at the (Dutch) Review Committee on the Intelligence and Security Services (CTIVD) from from 1 January 2019 until 31 December 2023. He is an editor at the Journal 'Computerrecht' and a member of the Cybercrime expert group for the Court of Appeals in The Hague.

In 2017, he obtained his PhD degree for his dissertation 'Investigating Cybercrime' at Leiden University. Oerlemans published about cybercrime and digital investigations for over 10 years. In 2022 he published his latest book Essentials in cybercrime. A criminological overview for education and practice at Eleven International Publishing, together with Wytske van der Wagen and Marleen Weulen Kranenbarg.

He also publishes and presents frequently about national security law, more specifically about bulk powers of intelligence- and security services and the regulation of data-analysis techniques. Oerlemans' authors a legal commentary on the Intelligence- and Security Services Act.
