Frans W.A. Brom fulfills his professorship at Utrecht University in conjuction with his function as Director/Secretary of the Scientific Council for Government Policy (see additional functions). He focuses on the ethics of science and policy in science based strategic policy advice:

•  The relationship and interactions between the different rationalities (ways of thinking and arguing) of science, policy and politics. How do these rationalities interact in science based strategic policy advice.
• The political-philosophical aspects of  institutionalizations of scientific policy advice in pluralist democracies
• The role of the scientific policy adviser as a professional.

In his research and teaching he aims to foster fruitful interactions between academia (the Ethics Institute and the Strategic Theme Institutions for Open Societies) and the reflective practice of the Scientific Council for Government Policy.
