Frans Pennings is since 1 September 2008 professor of labour law and social security law at Utrecht University. In addition he is Visiting Professor International Labour Law and social security law at the University of Gothenburg. Until 1 July 2011 he was professor of International Social Security Law at Tilburg University. 

After having obtained his Master's degree in Dutch language and literature (Modern Linguistics), Frans Pennings started to study law, in which he graduated in 1985. In 1990 he obtained his doctor's degree at Utrecht University  with a thesis, entitled ‘Benefits of Doubt. A comparative study of the legal aspects of employment and unemployment schemes in Great-Britain, Germany, France and the Netherlands.

Subsequently he became assistant professorm associate professor and professor at Tilburg University (until 1 July 2011). In 2003 he was appointed professor in European and comparative social security law at  Utrecht University, which appointment was replaced by his appointment as professor in labour law and social security law at Utrecht University in 2008.

He has retired at 11 March 2024. His successor is Miriam Kullmann.
