Profiel

Eleni Braat is Assistant Professor in International History at Utrecht University, the Netherlands. Her research interests focus on secret government activities, such as intelligence and international diplomacy, and the political tensions they led to in Europe during the 20th century. She obtained her Ph.D. from the European University Institute in Florence, Italy, with a thesis on the disarmament negotiations in the 1920s. She holds a M.A. with honours in Modern Greek literature from the University of Amsterdam, and a Diplôme d’études approfondies (DEA) with the highest distinction in history from the École des hautes études en sciences sociales in Paris. Before joining Utrecht University, Braat has lectured at the Institute for History of Leiden University and she has been official historian of the Dutch General Intelligence and Security Service (AIVD). She is a member of the executive board of the Netherlands Intelligence Studies Association (NISA).

Eleni Braat's general line of research concerns the political construction of secrecy during the 20th century in Europe, in the field of intelligence and diplomacy in particular. Covert action and international diplomacy require a certain amount of secrecy, the scope of which, however, eventually depends on the degree to which parliament is willing to give up control. The scope of secrecy constructed through political debate, including its strategies and contingencies,  produces the actual, formal scope of secrecy these state institutions have and their discretion to partly operate outside of parliamentary control.

Braat’s current research assesses the nature of arguments by parliamentarians on the existence and work of secret services. By comparing Dutch, French, Italian and Greek political argumentation between 1975 and 1995 Braat aims to contribute to our knowledge on how framing on intelligence changed over time – from the Cold War to the decade of openness – and how this varied across countries in Europe with different experiences and associations with secret intelligence. 

Other current research projects include a book project, together with Pepijn Corduwener (Utrecht University), on post-Cold War history of Western Europe. This project investigates the consequences of the end of the Cold War for Western Europe since 1989 on a geopolitical, economic and domestic-political level. Pepijn Corduwener and Eleni Braat have convened an international workshop on this theme in Utrecht in the spring of 2017. Another current book project, together with Floribert Baudet, Jeoffrey van Woensel and Aad Wever, is an edited volume on military intelligence, to be published in 2017 with Asser Press. It is largely based on the 2014 conference of the Netherlands Intelligence Studies Association (NISA), Telling Truth to Power: the Past, Present, and Future of Military Intelligence.
