Tom Huisjes is a lecturer in social law and PhD candidate at the law department of Utrecht University.

His PhD focuses on social and inclusive commissioning, i.e. the integration of social objectives concerning non-discrimination, diversity and inclusion into public procurement policy. The research deals with both a ‘repressive approach’, which entails that economic actors that discriminate on the labour market are excluded from public procurement procedures, and a ‘positive approach’ that promotes diversity and inclusion through the use of labels, award criteria and special conditions relating to the performance of a contract.
