Tom Huisjes is assistant professor in social law at the law department of Utrecht University.
His PhD focused on social and inclusive commissioning, i.e. the integration of social objectives concerning non-discrimination, diversity and inclusion into public procurement policy. The research dealt with both a ‘repressive approach’, which entails that economic actors that discriminate on the labour market are excluded from public procurement procedures, and a ‘positive approach’ that promotes diversity and inclusion through the use of labels, award criteria and special conditions relating to the performance of a contract.
