Dr. Nathan Meershoek is Assistant Professor of EU Law and Public Procurement Law at Utrecht University School of Law. As a researcher he is affiliated with UUCePP (Utrecht University Centre for Public Procurement) and RENFORCE (Utrecht Centre for Regulation and Enforcement in Europe).

Research

He defended his PhD thesis ‘Sovereignty and Interdependence in EU Military Procurement Regulation’ on the 12th of June 2023 and received his doctorate degree cum laude. In his PhD research he focused on EU regulation and (industrial) policy in the area of military industries. More specifically, he examined how the EU should regulate military procurement within the constitutional framework of the EU Treaties and the political and economic context of military power. In 2025, Routledge published his book, which builds on his doctoral research EU Law and Military Industries: Sovereignty and Strategic Autonomy in Military Procurement. In his current research, he looks at different types of legal questions concerning EU involvement in defence, military industries and the EU's ambition of strategic autonomy in a broader sense. In addition, his research focuses on national security risks in a public procurement context. 

In addition to his academic work, he regularly contributes to research and advisory work commissioned by public organizations, such as the Ministry of Economic Affairs, the Ministry of Defense, and the National Police. He is also a member of the Tenderboard of the Rijksinkoopsamenwerking (procurement agency of the central government), where he advises on strategic choices in procurement processes for different ministries, and a member of the editorial boards of  European Defence & Security Law & Policy Quarterly (EDSeQ) and Tijdschrift Aanbestedingsrecht & Staatssteun (Journal for Public Procurement Law & State Aid).

Education for Professionals

In addition to teaching in the bachelor's and master's degree programs, Nathan Meershoek also teaches in the Education for Professionals at the Faculty of Law, Economics, Governance, and Organization, for example in the Public Procurement Law course, where he and Prof. Elisabetta Manunza teach a course on Public Procurement Law and National Security.
