Dr. Caetano Christophe Rosado Penna

I am a Senior Research Fellow in Global Sustainability Transitions at the Centre for Global Challenges of the Utrecht University, working in the research team of Professor Joahn Schot. Currently, I contribute to three research projects: Deep TransitionsMOTION and PROPORTION. I am also a member of the Mission-oriented Innovation Policy Observatory (MIPO). My main research interests are:

  • Industrial policies and science, technology and innovation policies, with a particular focus on “mission-oriented” and “transformative” innovation policies that seek to address societal challenges;
  • Industrial and technological dynamics, with an emphasis on technological and sustainability transitions, the role of incumbent industries and the co-evolution of societal challenges and technological change; and
  • Financing of sustainable development and innovation and the critique of sustainable and ESG investment practices.

  • Holds a PhD in Science, Technology and Innovation Studies (Univ. of Sussex, UK), which contributed to the sustainability transitions literature; also holds a Master in Technology Governance (TalTech Univ., Estonia) and a Bachelor in Economic Sciences (UFRJ, Brazil).
  • Holds a tenured position (currently on an unpaid leave) as Adjunct Professor at the Institute of Economics of the Federal University of Rio de Janeiro (UFRJ), one of the top three universities from Brazil (Folha Ranking of Brazilian Universities).
  • Is bilingual (Portuguese and English) and speaks Spanish and German.
  • Has worked in 12 research or consultancy projects since 2007, including interdisciplinary projects, as project coordinator/lead consultant or team member.
  • Is knowledgeable about quantitative and qualitative research methodologies, including the use of applications such as NVivo (discourse and interview analysis), STATA (statistical and econometric analysis) and Gephi (network analysis).
  • Has supervised 2 PhD theses (plus one ongoing supervision), one of which applied the Multi-Level Perspective (MLP) to the analysis of the biofuel industry in Brazil; 6 master theses; 2 specialization degree essays; and 4 bachelor essays since 2016. 
  • Is convenor and lecturer of postgraduate, undergraduate and specialization courses in the areas of economics of science, technology and innovation; public policy; the role of the state in the innovation system; microeconomics; and industrial economics.
  • Is an Expert Advisor to the Technology Directorate of the Science, Technology and Innovation Foundation of the State of Rio de Janeiro (FAPERJ), Brazil, in the areas of technology intelligence and innovation policy.
  • Works as ad hoc consultant for governmental agencies, multilateral organizations and industrial associations on subjects related to “mission-oriented” innovation policies and financing of sustainable development and innovation.
