Sam Muller is Assistant Professor of Public Governance at Utrecht University's School of Governance (USG). His interdiscplinary research combines the social sciences – public administration and organizational science, political science, sociology, and policy studies – with a normative approach drawing on science and technology studies (STS) and social and political theory.

Sam's work involves a range of topics, among which the social licence, learning accountability and governance, and public preferences and attitudes regarding health data governance. His research also focuses on the challenges of diffused responsibilities, partnership-based community engagement and responsible surveillance in governance of health research and innovation.

Sam currently works on the role of social value in oversight and review, deliberative and participatory governance, and the exchange and use of health data insights. Furthermore, his research focuses on resolving complexity in the Dutch mental healthcare system, collaborative development and implementation of AI-driven decision support systems in healthcare, the use of information about policy implementation by politicians and government officials, and improvement of patient-centredness in care, research, and policy.
