Since 2018, Dr. Scholten is a member of the scientific board of Osservatorio AIR, an Italian research-policy centre funded by Italian national independent agencies and was a member of the Utrecht Young Academy in 2018-2023.
She was a member of an ‘advisory board’ for a research project ‘the Role of Administrative Networks in European Union Implementation’ (managed by Prof. Dorte Sindbjerg Martinsen and prof. Ellen Mastenbroek), funded by the Danish Council for Independent Research in Social Sciences (2017-2021). The research project aimed to analyze the establishment, functioning, interaction and impact of European Administrative Networks with tasks in the realm of the implementation and enforcement of EU policies.
In 2020-2024, she was a member of a board of experts in the research project funded by the Norwegian Research Council. The project was called 'Implementing Network Codes” (INC). It investigated the role of customization and agencification in the implementation of EU energy legislation. The inquiry covered 5 countries’ implementation of detailed rules that regulate electricity trade (network codes and guidelines), as well as coordination thereof at regional and European levels. https://www.fni.no/INC
She has been included on the list of legal experts of D-G for Parliamentary Research Services, European Parliament, for the independent external research requests.
She reviews submissions to scientific journals in the field of public administration, political science and law.
