Degree from a non-Dutch university
This page outlines the step-by-step process for completing your application to a Master's programme at Utrecht University. Please read this information thoroughly before starting your application.
Applications for admission to the double-degree Master's Programme in European Governance will be welcomed from candidates with a BSc or BA in disciplines such as Social Studies, Law, Economics, Governance and Organisational Science, Liberal Arts and Sciences, Sociology, Political Science, International Relations or European Studies, and who can demonstrate a previous interest in European issues.
Previous degree: The minimum requirement for admission is a Dutch, German, Irish or Czech Bachelor’s degree in one of the above fields, or an international equivalent (e.g. obtained in a different country than the ones listed above). University College Dublin requires a minimum GPA of 3.08.
Only applicants who meet all the admission requirements and are highly motivated will be admitted to the Programme. Students who fail to pass all their Year 1 examinations may be excluded from Year 2.
Applicants for the first year at Masaryk University or the University of Konstanz must have achieved a minimum score in an English-language proficiency test as follows:
English language requirements
- IELTS, Academic Module (IELTS Online is not accepted). Minimum score: 6.5 overall band, at least 6.0 for the components ‘writing, speaking, listening and reading’
- TOEFL, iBT. Minimum score: 93, with at least a score of 24 reading, 22 listening, 20 speaking and 20 writing. Institutional scores are not accepted. The TOEFL institution code for Utrecht University is 9062.
- Cambridge Certificate (not available to students from China):
- Cambridge English C1 Advanced (CAE). Minimum score: 176 total, 169 writing
- Cambridge English C2 Proficiency (CPE). Minimum score: 180 total, 169 writing
Please note: Applicants for the first year at University College Dublin, have to take one of these tests instead.
Students are considered to be proficient in English and do not need to provide an English language test score if they are native English speakers or hold a university degree from an English-speaking country.
Utrecht University does not offer a Pre-Master’s programme for this Master’s programme.

Application via form
You can apply for the Master’s programme European Governance with this application form from 1 October until 1 April 23:59 CEST.
Please note: application for this specific programme does not go via Studielink, but only via the application form! You will be asked if you prefer to start in Brno, Dublin or Konstanz for your first master year.
After filling out this form, you will receive an invitation for the system in which you will fill out and submit your application file. You will also be asked to upload certain documents in the system. Please take into account that providing us with the information that is asked in your application file takes time, so please do not wait until the very last moment to apply, as you will not be able to complete and submit your application before the deadline.
Please note: only complete applications submitted before the application deadline are taken into consideration!
If you have submitted your complete application dossier before the deadline, the joint selection committee from the participating universities will review it. You will then be invited to the online oral interview via the email address you filled out in your application. The online oral interview will take place at the end of April or in May. After all interviews are held, the selection committee will make the final selection and inform the candidates accordingly.
You will receive the selection decision in May or the beginning of June, so if you are interested in any other Master's programme at Utrecht University, do not forget to apply in Studielink before 1 April as you have no guarantee of being selected for European Governance.
