The European Union as a Circular Economy: Command & Control?
This online conference at Utrecht University aims to evaluate and discuss two particular paradigm shifts, namely the changing role of EU public procurement law, and the enhancing role of rules for circular product policy, in light of future steps to be taken.

On 11 March 2021, the Circular Economy Action Plan celebrated its first anniversary. A little over one year ago, the European Commission aimed at providing a future-oriented agenda to achieve a cleaner and more competitive Europe. At the time, the Commission clearly called for change in this broad agenda by alarmingly stating that ‘there is only one planet Earth, yet by 2050, the world will be consuming as if there were three’. The Commission boldly proposed two paradigm shifts, notably in the areas of public procurement and circular products, both with potentially far-reaching implications for law and policy in the circular economy. The emphasized urgency is still ever present, yet the question arises, however, how these shifts must be evaluated, and – more importantly - what is still required in the future to achieve the objectives of this plan.
In this half a day interdisciplinary international conference, this stock-taking and future-focused endeavour in light of the Circular Economy Action Plan takes center stage. It aims to evaluate and discuss two particular paradigm shifts, namely the changing role of EU public procurement law, and the enhancing role of rules for circular product policy, in light of future steps to be taken.
