Dissertation Yanquing Hong 

‘Chinese children in rural areas also have a right to a good education’ 

The difference in the quality of education available to children in urban and rural areas is a distressing phenomenon that has persisted despite China’s ratification of the UN International Covenant on Economic, Social and Cultural Rights (ICESCR). In his dissertation ‘Political Economy of Right to Education in Rural China: Unpacking the Black Box of State’, Yanquing Hong explores the causes of this inequality. On 22 December, Yanquing Hong will obtain his doctoral degree at Utrecht University.

One of the key reasons why measures have not yet been fully implemented in China relates to the organisation of internal economic and financial affairs. Against this background, the dissertation of Utrecht University PhD candidate Yanquing Hong also discusses the degree to which the UN has successfully solved structural problems in its member states by means of international human rights mechanisms.

Institutional aspects interfere with policy measures

Through analysis of the public finances in three Fujian province municipalities, where Hong conducted the field research for his dissertation, he demonstrates that several institutional aspects of the Chinese state seriously undermine the effectiveness of policy measures. More specifically, Hong closely examined two internal processes within the Chinese state.
